Program Overview

The Fire Services Executive Management certificate program will provide a solid foundation for those looking to enter into a leadership position in the fire service, or to further the career of current fire service professionals in mid-level or management positions.

The program will build on existing skills and experience, and explore how to apply those skills to everyday decision-making, problem-solving and strategic planning. Topics focus on the essential skills required by fire service leaders. The courses will provide a practical look into “real life” challenges and opportunities. This program has the endorsement of the office of the Ontario Fire Marshal and Emergency Management (OFMEM) and the Ontario Association of Fire Chiefs (OAFC).

The Fire Service Management Series will enable you to:

  • enhance leadership skills
  • improve business knowledge
  • think, plan and lead strategically
  • function professionally and efficiently within the public realm
  • establish effective and progressive human resources and labour relations skills
  • adapt to a changing environment
  • maintain a safe and healthy workplace

Within the compliment of courses offered in the Fire Management Studies Certificate Program, this program is an integral component of effective leadership and another career building block for additional skills for any manager/supervisor or potential leader. This course of study will allow participants who choose to take the opportunity to better understand organizational dynamics and how to excel within the municipal organization.

FSMC 001 Public Safety Leadership
 
As the Fire Service evolves and becomes an increasingly diverse and dynamic industry, the need for competent leadership also grows. The program will explore modern Leadership theory and the core values of honesty, integrity, professionalism, respect, teamwork and building excellence.

FSMC 002 Municipal Budgeting and Finance
 
The program will study the fundamentals of public municipal finance and the statutes/laws/by-laws that provide governance. It will take look at the challenges facing Public Safety agencies competing for limited funding. An examination of a municipal fire current/operating budget will be undertaken. Capital budget forecasting will be studied as well. Topics covered will also include Reserve Funding, Alternative Funding Sources and Development Charges.

FSMC 003 Public Administration
 
This course presents an organizational overview of the three levels of government in Canada – with a focus on lower and upper tier government, inter-government and inter-department interactions while making pertinent connections to the Emergency Services Branches. There will be a thorough exploration of current issues facing municipalities and exploration of the ideas and mechanisms involved in the amalgamation of two or more municipalities. Students will take a particularly close look at the challenges faced by public safety professionals, related to the political structure and the unique make up of all municipalities within the province. Participants will leave with a better overall understanding of the complexities of governmental systems and their role within this system.

FSMC 004 Legislation
 
An introduction to all of the Federal/Provincial/Municipal legislation governing the Ontario Fire Service, identifying the potential pitfalls when pertinent legislation is not adhered to as well as discussing opportunities to improve performance. Particular attention will be paid to the Fire Protection and Prevention Act, 1997 and the Municipal Act. A review of applicable recent jurisprudence will be conducted.

FSMC 005 Effective Communication and Report Writing
 
Report writing is an essential skill for professionals, and Fire Management professionals are no exception. Reports must be a clear, succinct and accurate presentation of important information. The writer must be able to convey their wants/needs and ideas to the reader in a fashion that is easily understood. When writing a report to senior municipal staff, or Council, a Fire Chief may be competing with other municipal staff for limited attention and funding. This program will teach the participant how to improve their professional report writing.

FSMC 006 Human Resources Management
 
This course will provide an overview of Human Resources responsibilities. The importance of a strong partnership between the HR professional and Fire Administration staff will be emphasized. Insight into organizational vulnerabilities that are exposed when HR issues are ignored will be provided to the participant. Topics covered include overviews of discipline, organizational development, change management, performance management, coaching, human rights, accommodation, and presumptive legislation.

FSMC 007 Labour Relations
 
The relationship between Labour and Management can make or break an organization, particularly in the environment of an organized workforce. An overview of Labour Relations interests and areas of responsibility including labour law, Ministry of Labour, grievances, mediation, arbitration, investigation and collective bargaining will be studied. Role-playing exercises will be utilized for practical, hands-on learning such that participants can realize the importance of their most valuable resource and the impact of poor labour relations practices.

FSMC 008 Strategic Management in Fire Service
 
This course focuses on understanding how Strategic Management is a required environment in order to succeed. Your skills as a leader are enhanced with an understanding of the various legislation and regulations that affect your industry. We will explore how “understanding your business” is critical to the overall success of creating a culture of learning and excellence which are the foundations of the strategic management environment. The concepts of strategic management, strategic planning, business planning, business cases, risk analysis, goals, objectives and culture are examined to see how they link. We will explore risk, loss exposure and how to mitigate potential problem areas. Change management can only happen if the human factor is addressed. Additional factors examined are that of the need to change and the reasons that hinder cultural change in the workplace. The course will give the student an initial understanding of the intricacies involved in developing the environment necessary to the creation of the culture required for strategic management to exist and perpetuate as part of the department’s operational performance excellence.

FSMC 009 Employee Health and Wellness
 
An organization’s most valuable asset is its employees. This course will prepare the participants to leave with the necessary tools to insure their employees are kept well and able to perform to their highest expectations. Fitness and wellness programs will be studied. Participants will explore the importance of employee assistance and support. An awareness of Post Traumatic Stress Disorder will be provided.

FSMC 010 Health and Safety
 

All pertinent Provincial legislation will be outlined. Participants will be provided with a comprehensive overview of the Occupational Health and Safety Act and the Section 21 provisions. The employer’s responsibilities under the Workplace Safety and Insurance Board and responsibilities under the Act will be highlighted including accommodation and modified work programs. Trends and best practices in Occupational Health and Safety and case law will be studied.

This one-day program is a must-attend for any Fire service professional. The participants will be shown how to plan their career path from determining their areas of study for personal development, resume and curriculum vitae writing, to interview skills and negotiating an employment contract.

FSMC 012 Recruitment, Selection and Talent Management
 
This course will explore the overall process of attracting, selecting and appointing suitable candidates for jobs within an organization, whether permanent, part-time, volunteer or temporary. Topics will include assessing the need for new employees, developing job descriptions and postings, candidate testing and onboarding. An emphasis will be placed on fostering an inclusive workplace. A focus on areas of Talent Management will consider topics such as succession planning, talent development, and workplace diversity in order to achieve organizational and operational needs.

FSMC 021 Fire Prevention and Public Education for Fire Service Officers
 
Participants will be provided with a thorough overview of what you need to know as a manager of Fire Prevention professionals. The Fire Chief’s responsibilities under the Fire Protection and Prevention Act (FPPA), with regards to Fire Prevention and Inspection will be covered along with how to create partnerships with stakeholders. The responsibility to provide public education under the Act (FPPA) will be highlighted with tools on how to work with your community’s stakeholders to be provided to the participants. Topics covered will include public education initiatives, best practices, a Community risk Assessment, community partnership building and reaching out to a diverse community.

FSMC 022 Basic Emergency Management
 
This course is an introductory level program, designed to provide an overview of Emergency Management (EM). The many elements of EM will be covered, when to declare an emergency, applicable legislation, basic emergency management, site management and the emergency operations centre.

FSMC 023 Managing Multiple Agency Responses
 
This course will prepare you to perform leadership roles within an expanded IMS structure during a complex incident involving multiple organizations.

FSMC 024 Project Management and Procurement
 
Participants will study project planning from identifying a need, through the project charter, project plan, RFPs, choosing the right consultant(s), project administration and delivery. Best practices will be discussed, as well as a review of successful projects and projects that failed to deliver. All phases of the procurement process will be studied including: from planning to spec writing; to bidding; to awarding the contract. Participants will look at procurement law and will be introduced to municipal procurement spending limits. Understanding the differentiation between and when to utilize Requests for Information (RFI), Requests for Quotes (RFQ) and Requests for Proposals (RFP) will form part of the learning.

FSMC 025 Personal Management Skills
 
This must-attend course will provide instruction on personal management skills for the new fire service manager. It’s a lesson on “office survival” for the novice manager and will provide tools for greater effectiveness for the experienced or recently promoted manager. Topics include time management, action planning and personal communications. Efficiently managing meetings, including developing a meeting agenda and chairing an effective meeting will also be covered. Since municipal employees often need to deal with the members of their Municipal Council. This course will provide the participants with the necessary skills to interact with their Council understanding all of the applicable protocols. Participants will also have the opportunity to discuss the benefits of personal wellbeing on a productive workplace.

FSMC 026 Change Management
 
This course teaches students how to plan, execute major types of change: mergers, cultural transformations, technological, organizational and market changes. Participants will be given tools to better cope with a changing “playing field”. Areas of study will include managing change, being an effective change agent, organizational readiness, risk assessment and promoting change through employee and peer engagement.

FSMC 027 Dispute Resolution Skills
 
This is an introduction to dispute resolution systems. The course will discuss the factors that both support and inhibit successful outcomes. Those factors include time constraints, willingness to settle and are the right people at the table. Roleplaying exercises will be utilized to provide the participants with hands-on training to develop their own methods for improving their communication skills, exploring opportunities that exist for settlement and using those skills to build better and more effective relationships where impasse or issues currently exists.

FSMC 028 Negotiations Skills
 
Collective bargaining in the essential services sector can often be challenging. Without the risks to strike or lock out, the parties find it all too easy to “give up”, sending the process to an expensive arbitration process. Moving away from a traditional and adversarial approach towards a more collaborative and Interest Focused approach to negotiation is seen as the new way forward. This program will give the participants the tools to effectively negotiate at the bargaining table. Roleplaying will be utilized to teach hands-on skills.

This course will focus on performance analysis, counselling, coaching, constructive feedback, conflict resolution, performance management systems and overall strategies for performance management.

FSMC 030 Communications Skills
 
This course develops strategic communications skills for leaders in the municipal sector and will examine the importance of a communications plan, understanding key messages and your organization’s strategic vision, and how to work with partners to further your communications goals. This course will also examine effective crisis communications including development of a crisis communications plan, how to effectively work with the media and the development of strategic tactics for success.

FSMC 031 Fire Service Technology
 
This course will provide an up-to-date introduction to emerging and innovative fire service technology. The use of GIS technology, mobile data systems, digital technology, Computer Aided Dispatch and the latest in fire research and development will be highlighted. This course will provide an overview of response time guidelines, for example: NFPA 1710 and OFM Integrated Risk Model. The participants will be introduced to the benefits of utilizing state of the art GIS technology to maximize response time efficiency.

FSMC 032 Introduction to Research Methods
 
This course will introduce participants to common research terminology, describe the implications and role of ethics in research, and differentiate between quantitative and qualitative approaches to research. This course will also enable participants to identify the components of a literature review, critically analyze research sources, appreciate how to write for research, and work through the research process by using a research problem that is meaningful to the learner.

FSMC 033 Introduction to Research Methods Level 1
 

This course will introduce participants to research - what it is, why and how it is conducted, locating/analyzing peer-reviewed resources to inform evidence-based decision making, and reflecting critically about the implications and role of ethics in research. The course will emphasize the first three steps in the research process (identifying a research problem, reviewing the literature and describing the research purpose/methodologies). Participants will practise writing for research using a set of guidelines called APA Style, which provides a foundation for presenting scholarly ideas in a clear and organized format.
